The dumb ex-cons (like the ex-methhead with the nervous energy, skinny build, and excessive face tattoos) and low IQ Fatty McGee will be the fall guys when the Feds decide to have them "Do Something" to increase their budget/create a fake threat. The leader is also likely a criminal who was turned in exchange for the Feds dropping charges and sending him regular checks and gift cards.
