The Babylonians had regular 7-year debt jubilees, at which time all the debt slaves chained in the basements had to be freed. Perhaps you mean the Roman Empire?

Biblical gossip? The term has been kind of generic for usury based lending intended to hold in thrall. Like said, common sense dictates nobody would ever lend if they thought the money would be forgiven every seven years.
