Actually, they DO have the CIA in an underwater compound in Lake Geneva. CIA is the re-constituted Reich Gestapo/SS "a consortium based in Switzerland". However, because Switzerland is their hosting 'neutral' government cover, it is spared their direct devious and deadly machinations. The Republic has no such luck.
