It's the midwest. Right leaning old people here are taking the Wuhan virus seriously and didn't want to go out. Hell, even my left leaning mom wouldn't go out to vote if given the same timeline as WI.
You have to account for circumstance. This was a pure young person vote. Sucks for Wisconsin though as someone that visits frequently. It took a step closer towards looking like failed IL after that vote. This isn't a positive outcome regardless of your view on Trump.

Illinois is the result of decades of corruption and stupid decisions at the State level from both Republicans and Democrats. I know I lived through it. But that said Scott Walker was a horrible, corrupt, Koch sucking Governor of Wisconsin.
It took a step closer towards looking like failed IL after that vote.
So why did the Republicans refuse to delay the elections?

All of the dysfunction, bankrupt pensions, crime, murder, union corruption, high property taxes is a result of the Democrat Machine that has a death grip on Illinois politics.

Republicans don’t vote as much in a primary where the incumbent is President. Same wirh Democrats. It might be shallow, but people don’t see elections as being too important unless their guy is on the ticket. So Dem advantage bigly for a special election during a primary where only Dems are voting on a Presidential candidate.

They want some commie libruls in there to blame for the aftermath Trump's policies. Taxes might even need to be raised. You gotta get some fiscally conscious libs in to do that. As evil as those libtards are, at least they know that at some point lowering taxes doesn't actually raise tax revenues (as promoted trickle down theory). Added advantage is that after they get libs in there to raise taxes on workings class and middle class income, they can bring republicans back to lower taxes on investments etc. It's all about shifting the tax burden off the backs of the rich and on to the middle class, just as the founding father intended.

But prior to the current situation divided government was the norm for Illinois. Corrupt governors and Sec. of State from both parties and a legislature that was often mixed. It was a pay to play state no matter who was in power. Senate often Republican, the House almost always Dem. Govenors back and forth. It was a swingish state not that long ago. Had a Republican governor defeated in 2018. The Dems have consolidated power. Downstate is Republican, with a few bastions of Dems. Chicago is blue but in the past the collar counties around Chicago were very Republican and offset Chicago, their movement to blue has really gutted the Republican party.
