Another reasonable possibility. In this case, explosion will be blamed on "proud boys" or some other right-wing group. Since explosion did not appear to result in many casualties, overall this is quite likely. Adherents or Religion of Peace would have blown up as many people as possible.

My 1st guess is suicide to advertise something, let his wife left him or he felt unjustly fired. Explains Aliens/Spaceballs style female warning self-destruct voice, didn't want to kill others but wanted it to be a spectacle.
My 2nd guess is this is another "Mentally Weak" person on the FBI Watchlist they gave/allowed to acquire bombs despite surveillance. To stop the Jan 6th Trump Rally: "So Sorry, no extra vehicles in DC for the next few weeks. Terror level increasing" - DC Mayor
I'm actually not on Muslims for this one despite date because the target area wasn't religious or of big civic importance.
