See WW1 and following multi year civil wars all over E Europe which were more devastating than current Ukrainian Russian war, and did not end in completely destabized shithole countries. The point is that millions of dollars were spent and AIDs was all over the news for months despite the low death rate at large. One was called "homophobic" if one did not support massive efforts to find a cure.
