The western world is heading towards a financial implosion caused by runaway debt. There is no way, mathematically, to find a way out within the existing system. The only outcome in which the perpetrators have a chance of escaping the consequences is a chaotic systemic collapse in which the world burns, but they are somehow able to come out on top of the burning rubble

However, they are afraid that if the collapse happens now, there is still a chance that people will recognize what happened and rise up against them.

They have only three options:
1. engineer a crisis that creates worldwide chaos (pandemic, "climate panic", war) before the financial system inevitably collapses. This allows the financial collapse to be masked by the other crisis.
2. implement a draconian system of control, which effectively prevents the wrath of the public from reaching them
3. some godawful mix of both of the above -- they don't know whether 1 or 2 will work and are trying to implement both, because why not...
