No Arab state recognized UN Res 181. The PA only accepted it in 1988 when their sponsor the USSR dropped away and the world was changing. Makes sense to me. I read, just today, that the Palestinian are not only landlocked but all borders are closed to an extent they cannot even leave. I assume that's why so many are calling Palestine an open air prison. Even if they attempt to leave by sea, the Israelis shoot to kill past 3 miles (maybe it's more. maybe less).
