I think he's setting up the courts and Argy's congress to be blamed for blocking all these things.

The central bank was set up by legislation, for example. I don't think can repeal and shut that down unilaterally. But your average Argentinian probably knows jack shit about Argy constitutional civics just like your average American doesn't. So he wins either way.
