My take so far:

1. The ROE was "don't shoot until shots fired". Otherwise report clear threats for clearance to shoot

2. The protective snipers did notice the shooter minutes before

3. But were denied permission to shoot from USSS or DHS Bigwigs, despite the clear danger.

3b. The final decision maker was almost certainly a political appointee in DC - maybe Cheatie herself - not a long time USSS employee given the authority. This is the part that the Biden Admin wants to dodge very, very badly.

4. When Crooks shot, they shot back within seconds without DC's permission as it was allowed under the standing ROE

Conclusion:

The DHS high muckity mucks are desperately trying to find something to distract from the fact that they were TOLD there was an armed man on a rooftop but denied permission.

None of this precludes the fact that everything possible was done to minimize reaction time and safety to the point that a case can be made that it was deliberate and willful neglect with the hopes a shooter would get Trump.

I think the rules are different for federal employees or deputies; and while wearing the uniform the department policies trump the rules for civilians, at least if you don't want to be fired and perhaps sued.
