He's implying that the illegals flown and bussed in by the millions will turn the country cammunist for the unforeseeable future, not that they'll outlaw elections. Context and meaning matters, not taken literally. Some countries have elections every year which hardly matter due to the autocrats deciding who's winning, one way or another
