This applies also at the state and local level if you first-hand witness crimes like antitrust crimes such as a city manager is involved with bid rigging, or the local chamber commerce ensures collusion to suppress wages of local workers, or your company is involved with antitrust wrongdoing to create a monopoly or to suppress its worker wages.

The way I read this is its very broad based and not just blowing whistle on federal contract or grant money fraud.

My guess is that the Trump admin is trying to take on corruption nationwide ranging from police departments engaging in extortion to city managers tampering with bids, to court systems and prosecutors engaging in abuse of power and racketeering against political targets or dissidents.

It sounds like its beyond the run-of-the-mill as far as Qui Tam (or whistleblower cases only involving fraud with federal funds like defense contract fraud or Medicare or Medicaid billing fraud).

I guess they figure they could use antitrust or public corruption investigations to go after Soros judges and prosecutors and then seize their assets as part of paying the whistleblower reward.
