For some reason noncitizens do get voting ballots!

The approach involved asking individuals if they identified as Democrats. If they responded "Yes," they were then guided to rejoin the line to vote in the Democratic primaries.

California automatically registers everybody when they get their DL. If the DL you're getting is not Real ID they have no fucking idea if you're here legally or not (they stopped checking about 10-15 years ago). So yeah, totally believable that the fucker got registered against his will. The twist here is they always send a postcard informing you of your voter registration and, of course, they send ballots and voter information packages. So he probably knew.
