I read this as that the major increase in population within California is poor and Hispanic. Who is going to keep paying the taxes to support not only these poor, but also the public school teachers, and public servants ? I'm guessing that silicon valley is keeping the whole state afloat. Engineers here that own a shack and make $250k/year are probably paying $40k/year in various taxes to California (in addition to $90k/year to the feds).
