Russia has been following the rules of war. Hitting a country's infrastructure violates one of the rules. However, when the Ukrainians attacked the Crimea bridge, the Ukrainians violated the rule. This freed Russia to attack the Ukrainian infrastructure. The Russians have not gone berserk over the matter. Instead, they are being "measured" in their response.

I know there are some formal agreements, but that seems kind of silly. War is by definition an out of control situation where people are trying to kill each other and impose their will by force. Optics for one, and they don't want to destroy the nation for another.

They want to remove the US puppets. Killing the citizenry and causing them hardship creates enmity, there is no gain in that. That have to APPEAR to be engaging in restraint. It's mostly optics.

If Russia really wanted to win this war, they could do it with a nuclear weapon in Kiev tomorrow - the problem with doing this is that it would greatly escalate tensions and change the dynamics of how people view Russia. If you can, you win over the population and turn it against their own government. Wars are between governments 99% of the time, and at least 90% of the population just wants to be left alone.
