so .. UBS (USA) issued Form 1099-INT that was missed by PWC wth late interest earned on a closed bank account.. Had there been some trickery on the part of Romney.. PWC would have reported it to the IRS.. Amendments are common. Its not a big thing..

You can go to any foreign bank based in the US and open a US account right away-that will be a US account. Then they have different accounts for different countries that you can only open based on their rules of eligibility and US restrictions. It ain't that easy-many foreign banks are refusing US accounts, because of the draconian rules.

I work mostly in the finance field in IT though-most of my work is with multinational corporations. Worked on multiple projects with branches/employees in multiple countries and dealing with taxes, employees, time and expense and foreign exchange transactions. The IT side of it-but you need the financial knowledge to do that. They are two different animals.

Now opening an account in the US of a foreign bank is not a foriegn account as you claim of Romney -that is a US account. To open any other country foreign account varies by country-some it is very easy, others it is like negotiating a minefield.
