Additional licenses over 1 would be $100k/per child, or whatever amount would keep it out of reach for welfare recipients, but do-able for people capable of making a reasonable amount of money.

I can think of many ways from financial incentives to chastity belts to chemical castration/spading to imprisonment. Yes, there are trade-offs and downsides, but that's true for every law. The needs of the children outweigh the desire of the parents to propagate their genes.

Using mandatory chastity belts could have the additional benefit of ending all sexually transmitted diseases including AIDS. We would draw a line in the sand between people born before and after a certain date in the future and prevent mating between the two sides. Test people on the safe (younger) sides for STDs before every new partner in case of drug-related or other contraction. This would wipe out all STDs. It would require a relatively mild sacrifice on the part of current generations and would be a tremendous gift to all future generations. Unfortunately, mankind is far too selfish and short-sighted to do anything like this.

We used to have such things. They were called nunneries. It's where irresponsible single mothers would go. They worked. They were boring, unpleasant but safe and secure places to live and you couldn't be a parasite. You had to do some token work. So I don't think you can solve that degenerescence problem without a solution that can get past all these people. Solutions like chemical castration are not on the table. Even bioengineering will be a hard solution to defend.
