It ought to be a federal crime for any municipality to deal with homelessness by criminalizing it.
Before Reagan's time we had infrastructure to deal with things like homelessness, mental illness, and it might not have been perfect but at least it was there to improve upon. Now there is just obscenely rich people and the police. You high pay-rate workers are on top of the country whether you know it or not, and don't count on it lasting forever.

Before Reagan's timeJFK's last piece of legislation was passed on 10/31/63, The Community Mental Health Act, that began shutting down state run mental hospitals and brought the care and feeding of mentally ill people under the responsibility of the federal government and that naturally only the federal government had the know-how to accomplish what the states couldn't. Although not one of the Great Society programs, it fit right into the philosophy of the time that all you had to do to solve every problem of human existence was to fund and staff a federal agency. The word "Community" in the name is ironic because the local community had little control over it. There were supposed to be group homes, what came to be called halfway houses, to help transition mentally ill people back into normal society, but they never materialized in the huge numbers required. This was why from the late 60's on and into the 70's the cities filled up with what came to be called the "homeless". There's no doubt bedlams and snake pits existed on the state level, but what I wonder, where is an intractably mentally ill person going to be better off, outside or on the inside. Those problems could have been corrected.

If you just forced them into mandatory custody for a week and into protracted withdrawal rather than the 'catch 'n release 'n back to drugs' policies, even if there are warrants and probation violations, the jonesing itself would be punitive enough to make a lot of them move along.
When I visited the Waikiki part of Hawaii (main tourist strip on the main tourist island) I was absolutely amazed at the huge police presence. I assume it was to keep the homeless from panhandling and/or robbing the tourists.
They have a police station right there on Waikiki, and I'm glad they do. But, it's still sad how bad it is there. If I was only there for a few days, I wouldn't have noticed all this. They have a real homeless problem. I imagine many tropical places do, especially touristy places where they can steal or get handouts from rich visitors.

The tide is turning - today 2 people got shot right by work which is in a beautiful office but unfortunately in the worst part of town. Not only the poop but also the violence is increasing, mentally ill, thugs, hobos are culminating to a toxic stew. When you read the comments in leftists rags such as SF Gate online you can see the tide is turning, people are getting angry. SF may be a lost cause being to leftoid where the mental illness has already taken too many brains, but there surely will be some sort of uprising at some point by taxpayers who don't want to pay for corrupt leftist politicians anymore and get zero services but a dirty and dangerous environment in return. If they don't succeed, they will simply leave town together with many businesses and that trend has already started. Leftoid western metropoles are turning into shitholes unless you're rich enough to buy a well-gated fort near skyline on the peninsula or maybe somewhere in the Marina, Pac/Presidio Heights, Sunset/O...

Yeah, I routinely can't get to my car when I'm down there cause it's blocked off and I have to sneak around from another block when in a hurry. Also got briefly caught in between a car chase and other incidents. The other day a guy in a suit got knocked out cold by some whacko in a random attack, bleeding onto the sidewalk. It's a daily shit show, there's some great food down there but other than that there's literally no reason ever enter the extreme shithole area. Today 6th and part of 7th were blocked off from mission to howard. All the while you had to be careful due to an armed suspect at large you also have to avoid stepping into the massive amount of human feces on the sidewalk - tough choice on where to focus your eyes on.
Coming from Chicago, I found San Francisco to be kind of a "toy city", shitty for sure, but not really dangerous like lots of Chicago is, or Detroit.
The secret is that almost all of the black people are in Oakland. Stay out of Oakland, and you're very unlikely to get killed.
In both Chicago and Detroit, I have seen groups of young black men literally standing in the street blocking traffic in a defiant way, and setting large fires in the street for a similar effect. They will kill you just because you are white and in "their" part of town. Doesn't seem to happen much in SF.
Murder rates are directly proportional to the density of black population in every city in America.
I agree that SF has gone downhill a lot in the time I've been around here (20 years now).
