I can't make my mind up about this. On one hand, planning would require too much intellectual effort and coordination for it to remain secret, and usually simpler explanation (stupidity and desire for power-grab by local politicians, and limelight for researchers who tell us to panic) is right. Then again, think how elites would be able to justify bailouts of people who were bailed out 10 yrs ago if not PANDEMIC! WE WILL ALL DIE!
