New Zealand broke it's own laws when it came to Kim Dotcom. They passed a shitload of laws to encourage investments to great fanfare, and a couple of years later broke every single one with Dotcom, on top of a shitload of other laws. They didn't repeal, they just went ahead and allowed his raid and prosecution for thing that were 100% legal under NZ law and the judges didn't raise a peep. In fact the NZ LEOs aided it.

My friend in Poland pay $20 per year in property Tax for a townhouse. Fee is based on squares meters, not on market value or purchase price.

Of course we're different from the PRC. Their elites seem more benevolent. Home ownership rates there are 90%+, and about 25% of the population owns more than 1 house. They don't report the financial holdings of their citizens that I know of.
