People living on top of each other in a city fill certainly increase viral spread... but your measurement of statewide is flawed. What if Manhattan was in the middle of a national park the size of Canada? Statewide population density simply doesn’t tell you what you suggest it’s telling you.

3) when you look at a far more reliable (but still manipulated) deaths category, NJ is number 1 and NY is number 2, etc...

The title is wrong, but it seems to be true that density of living conditions affected the spread of Wuhan/Corona/SARS-Cov2/Covid.

1. California rules were very strict, I was there during the pandemic until December 2020.
A lot of Mexicans and others live closely together as rents are generally high.
There were a bunch of cases in farming areas.
2. Florida rules were less strict, I noticed a big difference when I got here in late December 2020.
Florida doesn’t have a serious problem, but housing is generally more affordable and the geezers live with one person or even alone.
