It was some kid in Israel making the calls. It was probably a Mossad operation or something similar.

It's fair at this point to assume that a hate crime is a hoax to start with. Notice Jussie Smollet got away with it. In fact I can't think of hoaxer EVER having to pay a penalty for the crime. They should be prosecuted in the same way anybody actually doing a hate crime would be, but they never are.
