i have never understood the dust up over steroid use among professional athletes.
They don't consider it an unfair disadvantage when one sports outfit can afford training facilities, medical staff, and coaching staff, that sports outfits that don't have the same resources. Further more it's just muscle not super human powers. It's the same muscles people get that get ripped by exercise alone.

Still it gives you an edge and is unhealthy, so the ban does make sense, however the enforcement and detection has been very problematic in practice, incl. false positives.
