They don't consider it an unfair disadvantage when one sports outfit can afford training facilities, medical staff, and coaching staff, that sports outfits that don't have the same resources. Because steroid use is harmful to the user, and if steroids are allowed no one who does not use them will have a chance of winning.
That's not always a given though, the edge you get by using steroids is much smaller than trannies competing. People without steroid use have beaten those taking steroids many times. Still it gives you an edge and is unhealthy, so the ban does make sense, however the enforcement and detection has been very problematic in practice, incl. false positives.

My dad told me that as a kid in Chicago, he was caught watching a baseball game though a hole in a fence at the age of 12 or so, and actually arrested.
His mother came to the police station and told them to leave him in there for a night as a lesson. Kinda harsh, but my dad ended up an upstanding guy. I think that was his first and last run-in with the law.

Remember when it was still questioned if Lance Armstrong used steroids and doped? Anybody that has ever done any serious biking all knew he did. NOBODY that wins the Tour de France DOESN'T dope.
They average around 23 miles per hour through the entire course. You have any idea what that course is? They are going through the Alps. A fit 20 year old that bikes seriously MIGHT average 18 MPH doing climbs like that.
A bike from 1920 isn't much different than a bike in 2020. It's heavier, doesn't have as many gears, but it's not tremendously different. The bicycle was perfected pretty much 100 years ago, and all that has changed is better technology, not shape. The course changes every year, but what changed when steroids were discovered was a pretty impressive speed increase of everybody.
I doubt if there's a SINGLE top athlete that doesn't use some form of drug enhancement. Maybe in the Olympics. Maybe. Drugs get BANNED, not "allowed". It's perfectly "fair" to use drug enhancements until they are banned. It's like designer drugs. Crack is illegal, but a synthetic drug that is very much like crack, but isn't technically crack because it has a slightly different chemical structure - that's legal. Sure it might kill you or make your dick fall off if you smoke it but it's totally legal.
In the 1960's in the Tour de France, cortisone was legal. Bikers rubbed that shit all over their body because they were sore, supposedly, from head to toe. They had short lifespans.
One thing about endurance sports - the number of Asthma sufferers is much higher than the general pop.
Why? You get a doc to claim you have mild asthma, and then you're allowed to use an inhaler. You really don't have asthma, and get a super powerful dose, and BINGO! you have a huge advantage. The inhaler helps you breathe more deeply and raise your VO Max or whatever it's called.
But now they all fake asthma and all get the inhaler before the race/run/swim, so it evens out.
