Putin and Ukraine had been meeting without Biden's State Department or any EU clowns. Both parties assured the world they were not having a conflict.
Putin, did some border exercises, because he knew the MSM would fabricate a narrative around being excluded from prehand knowledge. Which they did, and the Biden State department followed along. When they say "Intelligence" they mean the MSM reported a made story.

Biden's admin loses credibility not Putin, Putin never said he was invading Ukraine, our ministry of misinformation did.
