They determined it couldn't be reliably used with weather/wind spread due to the unpredictability of winds and nature. The only thing that has ever kept them from using these things is that if they don't have a reliable and quick acting antidote for the perpetrators, families AND their apparatchiks, they can't really use them the way they would like.
