I guess Washington DC figures if all the blatant lying and gaslighting doesn't work, than maybe sandbagging will.

Empty government buildings being sandbagged, to add to the fencing and barrier soap operas of the paranoid occupiers. Have they been warned of a HAARP weather attack, or do they expect their swamp ooze to come bubbling up from all of those tunnel systems underground?

In this case, maybe the judge had to hold his nose and give a light sentence because he had no choice. Although Tubbs was 26 at the trial, Tubbs was only 16 when the crime occurred.
