I don't have any experience with paragliding or parachuting, but there may have been some wind sheer because of the colosseum meaning the air speed over the dome was significant versus the relatively stable non moving air within it. Wind sheer is terrifying because you're travelling like 20 MPH through the air at one point, and the next, you're not travelling through the air at all, and you just fall when that happens.
I used to hang glide, and once I got some experience, it wasn't too hard to land within a 20 foot radius. You can land on a DOT if you want to hurt your feet though. You can stall out wherever you like, but you might be 10 or 15 feet over the ground. I think one of my training tests was to land in a small circle of around 15 feet diameter.
I've hit wind sheer before but only very high up, you can go into a stall and dive. Paragliding is more dangerous because your chute can collapse and if you can't get it inflated again, you're dead. With a hang glider you just go into a dive, and gain speed, and speed pulls you out of the dive. Hang gliding is much safer, but it's a bitch to carry the damned glider around.
