I can tell you just a few years ago, these areas were safe with vanishingly low crime rates. They think we can't see them, and it's open season until some alternate forces of retribution and discipline take place.

Apparently BART and its parking lots have become nearly intolerable, and ridership have fallen off dramatically. Filthy, plagued by aggressive thieves, no security, no repercussions, take at your own risk.
