Creating a chart where 9.0 = 8.6 is sucking at math.
Perhaps you have never taken much math, but chart creation/data plotting is something that you might see on a math test. Failure to plot it properly is an issue with math skills.

Exactly--if the font were unreadable or the color was too bright, then I'd agree that it was a graphic arts problem.
