You are correct, every quotation must end with punctuation. I seriously never knew that, and I've read 100's of books. It's interesting I never picked up on this and I was never corrected on my hundreds of mistakes.
I knew that exclamations and periods should end within the quotes (I knowingly break this rule), but I never knew all quotations always ended in a punctuation of some sort - given nothing else, a comma. I had to pick up a book to find out you were right and sure enough it's ,"

I think it's quite possible that the "picture" of the landing was just CGI because there's really no need for video, you just need telemetry data, but I'm doubtful the whole thing is a hoax.
