Hmm...would the numbers still work out this way if we didn't have a huge portion of Mexico and Central America's citizenry living here in the US?
Our laws are easier to break.
Also our jails have rubber bars.
In countries where incarcerations are low, penalties are very severe so people don't mess around. Or if they do commit a crime they get the hell out of Dodge. So either there aren't that many criminals to go to jail or the ones that do commit a crime run to another country. As a result most prisoners in those countries are internationals and not necessarily locals.

I noticed a lot of Caribbean islands on that list. Is it only coincidence that the numbers follow the journey of slaves from Africa? Strangely, no African nations were on the list. Then we add the correlation that American blacks are locked up at extremely disproportionate rates. It's enough to make you go hmm.

In some of the islands, the gun laws are so strict you can go to jail for possession of a bullet.
There are a lot of people on the islands that are corrugated shack poor. And yet the same islands depend on tourism in a HUGE way. So they go to great length to make them safe.
Question: How do you have safety for tourists in the midst of so much extreme poverty ?
Answer: Prisons
It's not so different than what the story is here, but there are fools who think that by definition some ethnic groups bring poverty and crime to a culture. That's bs.
Prison is not a cost effective way to deal with poverty. But who knows, maybe some cynics are thinking that my calculation doesn't take into consideration the fact that men are not reproducing when they are in prison.
