Yep, seen IRL in Eugene. "Homeless" and "Mentally Ill" offer 1/4th the value of food stamps for cash to buy cigs and booze. "But there are cards now" - they ask you to tell them what you want, they get it, and you give them 1/4th Cash after they bring you the items (No I didn't do this, but was pestered about it several times). So they bring you $40 worth of food and they get $10 cash for Marlboros and some rolling papers.
