Black Americans make up about 13% of the population.

But according to the FBI, they account for about 50% of murders, and about 38% of all violent crime overall.

Chicago gives us some great examples. And let’s not forget the insanely strict gun laws there, by the way. For example, during the first eight months of 2016 (the most recent period for which the numbers are available), 2,818 people were shot — only 12 by police. (That’s one-half of 1 percent).

In cities with large black populations, homicide rates have skyrocketed during that same period:

In Washington D.C., homicides are up 54%. In Cleveland, up 90%. Overall, homicide is up 17%.

The U.S. Department of Justice says that Black people make up 15% of the population in the 75 largest counties in the United States, yet account for 62% of all robberies, 57% of murders, 45% of all assaults.

First, a 2016 study by Roland G. Fryer Jr., who is an economics professor at Harvard. He found that no racial bias could be detected in police shootings, in either the raw data or when accounting for controls. He also found racial bias was detected in lesser use of police force, but not deadly encounters. His recommendation?

“Black Lives Matter should seek solutions within their own communities rather than changing the behaviors of police and other external forces.”

Second, there were 6,095 black homicide deaths in 2014 — the most recent year for which such data are available — compared with 5,397 homicide deaths for whites and Hispanics combined. Almost all of those black homicide victims had black killers.

Finally, police officers — of all races — are also disproportionately endangered by black assailants. Over the past decade, according to FBI data, 40% of cop killers have been black. Officers are killed by blacks at a rate 2.5 times higher than the rate at which blacks are killed by police.

He wasn't suggesting that simply more welfare was the solution.

Welfare isn't the only way to decrease inequality, and also giving handout to the poorest of the poor isn't the only way you address poverty.

We have an increasing underclass and our middle class is shrinking. Nobody is saying that welfare is the solution to that.

Blacks pull themselves out of poverty and their own toxic culture all the time. I work with 2 of them who have talked to me about it. They grew up dirt poor but had the desire to be better and had parents who pushed them to be on the straight and narrow and go to college, on scholarships I might add. My wife grew up ridiculously poor, but was valedictorian of her high school and managed to get a full ride scholarship to a solid university while working full time and NOT having racist Affirmative Action on her side. So this victim attitude of being born into poverty in the US is bullshit. As others have mentioned, it comes down to a shitty culture and parents that don't care. Stop blaming Whitey or law enforcement for your own pathetic decisions. The opportunity to succeed in this country has been handed to every citizen and illegal alien on a fucking platter.

This. Call it white privilege if you wish, it many of us whiteys weren't privileged enough to have any sort of head start as adults. Hell, I wore second hand stuff from the Salvation Army until I was 17 and got a job at McDonalds. And back then the second hand stuff was really terrible! My mom mixed our milk with powdered milk to "stretch" it double time and save money. The only protein we got was what we shot or caught in the rivers. I grew up eating moose meat, salmon my brother and I caught like it was our job during the summers, and our chicken was spruce grouse we shot or the occasional duck.

My parents didn't have money for heating oil, but there was a wood stove and I would have to poach trees and cut them and split them after school so the house would stay warm.

I went to shitty schools, had zero college fund, zero help once I turned 18, and I still wound up solidly upper middle class.

I don't wanna hear about how poverty is the key issue. Culture is the issue.

The lottery proves my point every year when some dumbass wins and promptly destroys his or her life with terrible money choices. For someone with the wrong culture, no amount of money will ever be enough to keep them out of poverty.

Let's take each of your points one by one:
1. Displace someone else into the unemployed ranks and let him starve? Sure, if he's not willing to fight for his life.
2. Stop creating more population which will decrease demand and reduce the number of jobs available? (hello Japan!!!) No, I meant that poor, unemployed and unskilled people should not be allowed to have children, not the entire population. Let the educated and successful have kids.
3. Live beneath your means? Someone without a job and without public assistance HAS no means. BS. People get welfare and choose not to work all the time and still manage to have cool technology, eat out, drive decent cars, etc.
4. Leave the area and displace workers somewhere else? Sure, why not. Go where the jobs are and where it's cheap to live. Millions don't do this because it's hard and they'll miss their friends.

I agree that the ludicrously wealthy need to be taxed at a much, much higher rate. No question there.

However, wealth redistribution doesn't do much for the creation of real (non-govt) jobs. You still have too many takers and not enough makers. Gotta stop the poor from having kids and perpetuating the taker mentality.

You have 30 years of video recorded evidence on COPS and now live PD showing that black people pulled over by police are far less compliant than those of ANY other race.

The reason blacks are killed at a higher rate than other races is due to the actions taken by blacks, not because of racist cops.

I laugh when people accuse LA area cops and sheriffs of racism...white males have been a minority in the major LA law enforcement agencies for well over a decade.

Even the FBI Thinks Police Have Links to White Supremacists — but Don’t Tell the New York Times

The New York Times Magazine published a lengthy and in-depth piece on how U.S. law enforcement has willfully ignored the threat of white supremacist extremism for decades. The author, Janet Reitman, takes an ostensibly deep dive into how law enforcement — particularly federal agencies — has neglected the growth of the violent far right, in part owing to Republican political agenda setting. For a story framed around a “blind spot,” though, the piece itself is hobbled by an egregious case of sightlessness.

The Times tells a story about law enforcement failing and struggling to deal with white supremacy. The elephant in the room, unmentioned by Reitman or any of the sources she chose to cite, is that U.S. law enforcement doesn’t do enough about violent racists because as an institution, U.S. law enforcement is violently racist and contains explicit white supremacists in its ranks.

It is not that the Times story doesn’t contain some bits of information that point to this obvious conclusion. Reitman goes as far as to call law enforcement’s indifference to white supremacist extremism “willful”; an entire section of the piece reports on how police regularly permit neo-Nazi violence at rallies, while instead targeting left-wing, anti-racist protesters. She notes how police have been seen posing for photos with the so-called alt-right, and briefly highlights an incident, first reported by Arun Gupta for The Intercept, in which a right-wing militia member aided officers from the Department of Homeland Security in arresting an anti-fascist protester.

Rather, the problem is that the larger framing of the piece ignores the deep and historic links between policing and racism. Throughout the Times Magazine article, a sharp line is drawn between police officers and the white supremacists they interact with — it’s a profound category mistake.

The opening paragraph of Reitman’s piece contains this anecdote about last year’s far-right rally in Charlottesville, Virginia: “A black man held an aerosol can, igniting the spray, and in retaliation, a white man picked up his gun, pointed it toward the black man and fired it at the ground. The Virginia state troopers, inexplicably, stood by and watched.” The main character of the piece, a Florida police officer, is then said to have “fixated on this image, wondering what kind of organizational failure had led to the debacle.” The fact that Reitman opens with a story that frames a black counterprotester as the instigator of violence is questionable enough. The broader problem with the article is that the Virginia state troopers’ inaction was far from inexplicable, and the organizational failures do not merit a sense of bewilderment.

It has been well-reported that not only is racism endemic to American police culture, but that, in the exact decades Reitman looks at, white supremacist groups infiltrated law enforcement agencies around the country. Somehow, in Reitman’s interrogation of the FBI dealing with far-right extremism, she fails to mention that the agency itself was internally investigating white supremacist infiltration in law enforcement.

“Although these right-wing extremists have posed a growing threat for years,” The Intercept’s Alice Speri reported last year, “federal investigators have been reluctant to publicly address that threat or to point out the movement’s longstanding strategy of infiltrating the law enforcement community.” Speri’s story was based, in part, on a classified FBI Counterterrorism Policy Guide from 2015, which noted that “domestic terrorism investigations focused on militia extremists, white supremacist extremists, and sovereign citizen extremists often have identified active links to law enforcement officers.” (I reached out to Reitman to see if she was aware of The Intercept story, and if so, why she declined to include the information. This story will be updated if I hear back.)

Speri’s report cited numerous examples from the past decade of white supremacist police activity, including the case of a local sheriff’s department in Los Angeles that was found to have formed a neo-Nazi gang in 1991; a Chicago detective and rumored Ku Klux Klan member who was found to have tortured 120 black men while on duty (before eventually being fired and prosecuted); and cops in Cleveland who scrawled neo-Nazi graffiti in their locker rooms.

The Times piece has a passage on a joint 2009 assessment by DHS and the FBI, which warned of the growing white supremacist threat. The assessment caused outrage among adherents of the growing right-wing political movement known as the tea party, as well as conservatives in general; among other complaints, they took umbrage at the report’s claim that veterans were at high risk of right-wing radicalization. Then-DHS Secretary Janet Napolitano bowed to the pressure, disavowed the document, and apologized to veterans. But as the report’s lead researcher, Daryl Johnson, told Speri last year, “Federal law enforcement agencies in general — the FBI, the Marshals, the [Bureau of Alcohol, Tobacco, Firearms, and Explosives] — are aware that extremists have infiltrated state and local law enforcement agencies and that there are people in law enforcement agencies that may be sympathetic to these groups.”

Using data from Houston, Texas – where I have both OIS and a randomly chosen set of interactions with police where lethal force may have been justified but was not used – I find, after controlling for suspect demographics, officer demographics, encounter characteristics, suspect weapon and year fixed effects, that blacks are 27.4 percent less likely to be shot at by police relative to non-black, non-Hispanics. Investigating the intensive margin – who shoots first in an encounter with police or how many bullets were discharged in the endeavor – there are no detectable racial differences.

Apparently a peer-reviewed paper from a respected Harvard scientist, and not emotional crap from media. Does not fit media narrative, so will not be widely covered, and same people who say that "global warming is published in peer-reviewed journals and thus can not be denied" (I agree with their position on AGW) will ignore this paper.

Once Black Officers began matching demographics, they complained it was because there weren't enough Blacks in high posititions.
Now that Black Police Chiefs are the norm in Large Cities, the lack of change in the arrest rates were then blamed on Black Officers "Acting White".

All of the cities with supposedly racist cops are ruled by very progressive D's. Cops report to the City Hall. If cops are raycist, then perhaps D City Hall is raycist. Furthermore, police unions (instrumental in getting cops who hunt citizens off the hook), typically support D's in elections, at least in TX large cities.
Left wing here has completely gone off rails with their twisted explanations.
