As an engineer, I don't see how it would be possible to produce enough energy on a FLAKE of a microchip to produce a bluetooth signal. It couldn't be driven by a battery, it would have to be driven by some chemical process - and if THAT could be done, you have pacemakers that don't need batteries. I can think of a host of applications for something like that.
If I wanted to monitor the population, I'd inject an RFID chip into them, that when stimulated by an RF signal would report data collected or just its presence. It wouldn't be constantly spitting out information where 99.99999% of the time it's just going nowhere and is wasted energy.
