I'm "on" that web page that you posted, but only posted it as an image (not a link). dailymail is ok as a source, not great, but not to be dismissed, so I found it curious. I went through the trouble of finding the href, and read the full article of which YOU posted only the snapshot. To reiterate: dailymail reports that the the deal was between governments of Serbia and Bangladesh. It's the opposite of what your image implies. I also pointed out that whoever truncated the image to leave out those relevant details is obviously quite dishonest.
