The truth is that Mueller knew and has made EXTREMELY clear, that the part of his investigation that pertains to Trump was about collecting evidence, not about making a judgement of probable guilt or an indictment, since a sitting President can not be indicted.
THerefore his collected evidence can be used OR NOT by congress for further investigations or to impeach Trump.
Mueller was given carte blanche to look into "Election Interference." with no limitations. He was never refused any request by Rosenstein, his boss. Every single request was honored.
So if he charged Manafort, Stone, Flynn, and quite a few Russians, why not charge - or recommend to Rosenstein/Barr OR Congress to charge/impeach - in his report if HE couldn't prosecute the President?
Because he has no case, that's why. This is not a man with a history of being shy of charging people, including wrongly as in the Whitey Bulger Associates or the falsely accused Anthrax mailer, Hillsong or whatever the name was. He didn't even feel obligated to make a statement when the man was officially exonerated by Obama's DOJ.
Again, Mueller neither charged nor recommended impeachment of Trump.
In conclusion, Mueller found insufficient evidence to even recommend charges.
Any other reading is pure political bias and excuse making.
