They used to have top notch equipment and personnel, but all that money and incentives went into "green" energy. They were also held down (and coddled at the same time) by nato too long though, paving the way for "green" energy activists and all that nonsense. Nuclear weapons need to reach critical mass in order to end up in spontaneous fusion. There's a lower limit for a fissile detonation but there is no upper limit

Basically, it's surrounded by a bunch of conventional explosives that compresses it to increase its density, and that makes it hit criticality, and it undergoes spontaneous fission, and boom! The smaller the sphere, the more conventional explosives you need in order to make it dense enough to hit criticality. So, you hit a limit where you need a more conventional explosives to make the core go supercritical.

Suitcase nukes, are impossible. At least to my limited understanding of chemistry. You'd be better off with a truck filled with explosives.
