Hell in IL it's county by county. I don't have to get an emissions tests in my county, but I'm literally 1.5 miles away from where everyone in the neighboring county has to get it done annually. It's metal. Embers won't start it on fire. Even if the tires start on fire the whole car won't go up. You need wood, siding, plastic, etc. An old van like that likely has little to no rubber on the exterior. Not sure what would ignite? Gas tanks on old cars are metal. There's just really no ignition point or fuel.
