Realistically tho nearly all Russian oligarchs obtained their money either by (1) being mobsters during criminal capitalism phase in former Soviet Union in 1988-1995, or (2) by being well-connected to Russian government in 2000's (aka by being friends of Putin). So Russian rich people are Kennedies of 1920's (bootlegging/mafia) while in US they legalized their proceeds and now are Kennedies, esq who do not remember how they got the money in first place. Of course, a large portion of rich people in US (Gates-type) earned their money honestly, while in Russia I can not think of a very rich person who was not a criminal.
OK maybe Russia is a bit behind the curve, but a lot of American old money is still tied to the mob

That is a quite important data point by itself. My thinking (may be wrong) would be that feeding them fake data would be best, although I am not sure how that could be done. That is probably the only way how data collection system can be crashed and/or made redundant.
