Are elected leaders not the ones that appoint police chiefs and come up with policy and procedure for departments? They hire the attorneys to review this stuff? I don't think NoCoup is off all that much. They cannot control every employee obviously, but they created their own barriers with unions and their own policies to terminate dip shit cops.
