According to the Woo, the old bat has been dead for a while with a body double stand in, and they are just deciding what the proper timing and politics should be for the formal announcement. Looking at the live White House cam, it appears to be an enclosed area rather than a perimeter. Maybe they are trying to hide a specific construction project.
