Imagine a populist movement (both parties!!! Has to be both!) where everyone who subscribed to this doctrine of term limits agrees NOT to vote for the person who has “termed out.”

You are hitting on the reason there will be no term limits. Just like you think Rand Paul should be an exception, the loonie left thinks Nancy Pelosi and John Lewis should be exceptions.

Last time when I was reading about CA term limits (Santa Clara County) the term limit was increased.

Last time when I was reading about CA term limits (Santa Clara County) the term limit was increased.
Used to be max 6 years in the Assembly and max 8 in the Senate. Now it's 12 total no matter where and what combination of terms. Last time I checked 14 was still more than 12, so not increased.

Is there even a method we could ever have them? I’m thinking that there’s no political way to ever get this done.

People like Rich McConnell, Nancy Pelosi, and Susan Collins would be automatic “no” for everyone who wants term limits.
And there are 82% of us!
This would make the incumbent unelectable. And the major parties would see this (after we proved it) and would make the choice to back a different candidate in the PRIMARIES so that they don’t wind up with a candidate for the seat that 82%!!! of us won’t vote for! No matter which party she’s from! No matter how much we may like her! She’s unelectable after 12 years! Congress and Senate!
How do we make this happen???
