Set up 3-4 manufacturing sites for clean cars/clean energy R&D, get Nissan, Kia, Ford, and other key car manufacturers involved.
Offer 2% state tax on capitol equipment, tax breaks for manufacturing, and tax breaks for classes in Manufacturing.
Offer 35% federal tax cuts on key manufacturing for parts that trickle down to other firms. (AKA parts for fuel injections, differential components etc). Trickle down is not only stimulative to jobs, but this rids the cost of taxation at every station.
Offer 15% real estate tax cuts on land developing factories to house and train workers.
Summary: If there were to ever work, Detroit could be a center for advanced clean car/Manufacturing/R&D innovation!

I've got a plan.
Buy up all grocery stores in the city and shut them down except for two in the best areas, and they won't accept EBT cards or food stamps.
That should clear the place out of the undesirables in a year or so.
Then you can rebuild and resettle the city, bringing in workers, not welfare recipients.

Because that is what happened. The crime rates supported by children of black people on welfare, made Detroit crimeridden and sent the whites, along with any middle class blacks, fleeing to suburbs. That happened a while back, and now Detroit is basically unlivable.

From one of the Silicon Valley bashing threads, here's my take on Detroit metro ...
I'd say that the suburbs of Detroit, not the city itself, should be the next growth center for programming.
Here's why ... Ann Arbor Michigan is still an excellent engineering/science school (and a nice college town, in general) and one can hire a number of them, as interns and possibly, future full time workers. Though Ann Arbor's 2hrs away, there's also Wayne State, Michigan State, and other Univ of Michigan campuses, all in the area.
Since big auto had been in decline for some time, home prices in the metro region are very reasonable.
And finally, for partying, one can take the causeway to Windsor Ontario, just across the river. There are night clubs, strippers, and legal esc*rts over there. The city is reasonably safe, unlike Detroit which is a hellhole, and clean. And if you want a mega city, Toronto is some 4 hours away for a weekend getaway. That's not a bad package, once you factor out the notion of actually being in the cityside of Detroit.

A robotic police officer would never need to kill a criminal except maybe in a hostage situation. The criminal could not harm the robotic cop and the robot could easily use non-lethal force to subdue the criminal.
Furthermore, 90% of the African American population in Detriot are not violent criminals. That's just racist bullshit.

DETROIT (Reuters) - A developer has pulled out of a deal to acquire more than 6,300 Detroit-area properties in a county tax foreclosure auction a week after being declared the winning bidder, a county official said on Wednesday.
Texas-based Eco Solutions withdrew its bid with the Wayne County Treasurer's Office for the properties in the county and city of Detroit targeted for redevelopment, Wayne County Treasurer Ray Wojtowicz said in a statement.
Herb Strather, a Detroit real estate developer who is working with Eco Solutions, said last week his group intended to fix up some of the properties to help get low-income residents into homes and to turn over some vacant lots for community groups to develop.
Eco Solutions bid nearly $3.2 million in the October auction for the 6,365 properties grouped as a "blight bundle" by Wayne County and put down a nonrefundable 10 percent deposit.
Strather did not disclose why the bid was withdrawn.
Detroit is home to about 70,000 abandoned or blighted properties and Wayne County bundled the properties for the auction to discourage speculators that often win properties and fail to redevelop them.
Because of the withdrawal, ownership of the properties could eventually go to the Detroit Land Bank Authority in a process that could take months. Strather said his group was in discussions with the authority.
Land Bank Authority spokesman Craig Fahle said Strather met with executive director Richard Wiener last week, but Fahle added that the authority was not negotiating with the group as it did not own the properties.
About 3,000 of the parcels are properties that are candidates for restoration, 2,000 are empty lots and 1,000 have buildings that must be razed, county officials said.
