It is far cheaper and easier for terrorists to recruit americans or europeans, (who can fly to america visa free anyways) to commit terrorist acts in the US, then send someone from abroad.
Hell, we have our own actors who haven't had any contact with ISIS etc, but are merely inspired by them.
