Yup, the ole Bush/Cheney playbook of creating terrorism with a false flag anthrax attack with Ivins the eventual patsy, because the anthrax proved eventually to be domestic. They found the origins of the anthrax signature were all from US labs, so all of the research documentation about the provenance of the anthrax used mysteriously completely disappeared.

I remember reading in the New Yorker about research done on spreading weaponized anthrax, with experiments done using fine particulates to emulate the anthrax. They determined it couldn't be reliably used with weather/wind spread due to the unpredictability of winds and nature. The only thing that has ever kept them from using these things is that if they don't have a reliable and quick acting antidote for the perpetrators, families AND their apparatchiks, they can't really use them the way they would like.

One of the pilots who has a NDA about spreading chemtrails says he reassures himself that they must be OK, because the elites would be affected also by the stuff he is dumping and they wouldn't place themselves or their families in that kind of danger, hang the rest of the populace.

Anthrax is great, because you just infect a bunch of soldiers from the air, they get it, and die, and they don't pass it on to the wider population. They can't spread the Anthrax, the genius is that the Anthrax is carefully contained in a dust protected from UV and air and so on, until it enters the human body, then kills the person that inhaled it in about 24 hours.
