Such dives and underwater work is well within the abilities of your typical commercial company that does this sort of thing.

Simple. They go over the area in the ship, let them dive over board. Keep on a going. Then come back.
Also, you seem to think that spot is under 24/7 survelliance. It wasn't. The gas leak wasn't detected until Danish fighter jets flew over it, for example.
