Generals make military recommendations which don't (or shouldn't) have any consideration of political agreements.

Same for the patriot act - you will go nowhere by voting either Democrat or Republican. But you can still support a Democrat or presidential candidate (e.g. Ron Paul) who does not conform to the party line.
