Why would they take any measures that would make gouging the marital estate less difficult and arbitrary? Accusing men of molesting children is pretty much standard operating procedure in order to increase the acrimoniousness of the proceedings. Lawyers have a license to libel and slander, it's the way they get the ball rolling, and they are never really punished, the consequences fall on their clients while they walk away with the dough.

What comes first, the investigation or the proof? The congressional investigation hasn't even really gotten started, because the process has been totally politicized. Nunes is not sharing evidence and holding up the hearings and Nunes/Trump want to focus on an accusation of a Democrat that they cannot prove (they cannot prove the intent). One Democrat (Schiff) is saying that there is direct evidence of collusion. Another (Castro) is saying (with nothing to back it up) that several people on team Trump might end up in Jail.
If a reasonable person would conclude that there was some evidence (but not necessarily proof) of collusion between Trump team and Russia, then the unmaskings were justified for national security reasons. The Dems and Repubs are not likely to agree on what a reasonable person would conclude, and nobody without top secret security clearance is going to get to see the evidence, so we'll never know whether Rice was justified or not.
