They are not. I don't think any country really is up to that task. How do you fight people who are only too eager to die? To fight them you would need to abuse their human rights, and the privacy of all the citizens. And the moment you do, the left will come down on you hard. Even most countries will oppose anything you do.

No one has ever called themselves "ISIS". That term is a confection by western MSM.
The Islamic State was abbreviated "ISIL" (Islamic State in Iraq and the Levant) by the U.S. military and the Obama administration. MSM and Donald Trump called them "ISIS". In reality, Isis was an ancient Egyptian goddess, and is the given name of many living females and some corporations.
Muslims call ISIL "daesh" (bigot).
Islamic groups can change names and flags as easily as people change clothing: Al Nusra, Al Qaeda, Islamic State, whatever. As per Islam, they strike terror into the enemies of Allah (Koran chapter 8) and kill disbelievers (Koran chapter 9, among others). Islamic State caliph Abu Bakr al-Baghdadi was a Muslim born to a Muslim family in a Muslim community in a Muslim country; he had a PhD in Islamic studies, and Islamic State terrorists made a point of justifying everything they did on the basis of scriptures that 90% of Muslims hold sacred. They were not "extremists" in terms of their beliefs. They simply put into action, immediately, what most Muslims believe should happen eventually.
It's like the difference between dogs and wolves. Wolves eat their kill immediately. Dogs are domesticated, bred for less adrenaline, so they can wait, but they can also go feral.
